Settlement boundary
Settlement Send begins review. Send is not acceptance by the other party, not payment, not closure, and does not issue a VSN Number.
Electronic acceptance records acknowledgment of a specific Settlement version. It is not payment, completion, transfer, closure, or VSN Number issuance.
Completion readiness is not governed closure. No VSN Number is issued before the governed registry path.
