Account and record states

Possible operational states include Active, Suspended, Restricted, Scheduled for deletion, Deleted from active systems, Retained for legal/security obligations, Archived, and Superseded.

What a user can delete, what becomes non-deletable after governed actions, and what is retained for audit, fraud, payment, dispute, or legal requirements require attorney and operations approval.

This draft does not promise permanent retention or immediate deletion from all systems.
